2. The Medal may be bestowed by the President upon any citizen of the United States at the sole discretion of the President.
3. The announcement of the granting of the Medal and the presentation ceremoniesmay take place at any time during the year.

Background:

1. The medal is a disc of gilt and enamel, based on the Seal of the President of the United States, with the eagle surrounded by a wreath of leaves.
2. The medal is suspended on a ribbon, dark blue with a light blue central stripe and white edge stripes.
