Description:

  1. Executive Order 10694 (signed by President Dwight D. Eisenhower on January 10, 1957), as amended by Section 74 of Executive Order 13286 (signed by President George W. Bush on February 28, 2003, which amended Executive Orders, and other actions, in connection with the transfer of certain functions to the Secretary of Homeland Security. Initial award of the Department of Homeland Security Presidential Unit Citation was for the period of August 29 to September 13, 2005, in preparation for and response and recovery to the devastation wrought by Hurricane Katrina.
  2. The first award was announced by President Bush on May 25, 2006, during a change of command ceremony at Fort McNair in Washington, DC Exact recipient award requirements will be determined and announced by the Coast Guard, but it is expected that any person on active duty will be authorized to wear. Many reservists may also meet the requirements. 
  3. The first award of the new ribbon will have the hurricane device for service during Hurricane Katrina as shown on the right image above. For future awards, the ribbon may be awarded with no device or with another new device prescribed by the Coast Guard. The Presidential Unit Citation is the highest award which can be bestowed upon a unit. 
  4. When worn, the ribbon will take precedence just above the DOT Outstanding Unit (Gold) Award and just below the Coast Guard Commandant's Letter of Commendation.

Background:

  1. Eligibility requirements: All CG active duty, reserve, auxiliary, and civilian personnel who were affiliated with the Coast Guard at any time during the period (29 August 2005 - 13 September 2005) are eligible for the award. Coast Guard personnel are reminded that they are not authorized to wear the Navy PUC (horizontal stripes in blue, yellow, and red) to signify receipt of the PUC for Hurricane Katrina operations.
