Inherent Resolve Campaign Medal

Description:

1. The IRCM shall be awarded to each Soldier in the AOE who, during the period of award, was permanently assigned, attached, or detailed for 30 consecutive days or 60 non-consecutive days to a unit operating in the AOE, or who meets one of the following criteria regardless of time spent in the AOE: 

2. Was engaged in combat during an armed engagement in the AOE.

3. While participating in an operation or on official duties, was killed or wounded/injured and medically evacuated from the AOE.

4. Aircrew members accrue one day of eligibility for each day they fly into, out of, within, or over the AOE. 

5. Soldiers assigned to a unit operating in Iraq, but supporting the unit from Kuwait are not entitled to the IRCM unless they are physically in Iraq for 30 consecutive days or 60 non-consecutive days. 

6. Additional guidance: 

   a. Soldiers awarded the Global War on Terrorism Expeditionary Medal (GWOTEM) for IRCM qualifying service between 15 June 2014 and 30 March 2016, in an area for which the IRCM was authorized subsequently remain qualified for that medal. Upon application, Soldiers may be awarded the IRCM in lieu of that GWOTEM. No Soldier shall be entitled to both medals for the same act, achievement, or period of service (i.e., deployment or tour in the designated operation area). 

   b. Effective 30 March 2016, the GWOTEM is no longer authorized to be awarded for service in Iraq and/or Syria. Soldiers are only authorized award of the IRCM after this date. 

   c. Under no condition shall personnel or units receive more than one campaign or expeditionary medal for the same action, time period, or service (i.e., deployment or tour in the designated operation area). 

   d. Order of Precedence: The IRCM is worn after the Iraq Campaign Medal (ICM) and before the GWOTEM (i.e., Afghanistan Campaign Medal, ICM, IRCM, GWOTEM, etc.). 

   e. The IRCM may be awarded posthumously. 

   f. The IRCM is not authorized for foreign military personnel.

   g. The IRCM is not authorized for personnel not physically in the AOE.

7. Individuals are only presented an IRCM upon initial award. A separate bronze campaign star is worn on the IRCM suspension and campaign ribbon to recognize each designated campaign phase in which the Soldier participated for one or more days of a campaign phase after meeting IRCM eligibility. The IRCM campaign phases and inclusive dates are:

   Campaign Phase	Inclusive Dates
   Abeyance	15 June 2014 – 24 November 2015
   Intensification	25 November 2015 – to be determined

8. Military Personnel Divisions (MPDs) or Unit S-1s will update personnel qualification records for Soldiers authorized the IRCM. As with other service and campaign medals, permanent orders are not required. Additional instructions are as follows: 

   a. MPDs or Unit S-1s must ensure Soldiers meet eligibility criteria and that if the IRCM is awarded, that the GWOTEM is removed from the Soldiers’ records if it was awarded for the same period as the IRCM. 

   b. Members of the Army Reserve and National Guard should contact their current records custodian to validate their eligibility for the IRCM and to have their records updated. 

   c. Award codes for updating the Officer Record Brief/Enlisted Record Brief are currently under development. 

9. Veterans, retirees, or their primary next of kin requesting approval of the IRCM and bronze campaign star(s) will send their letter of request, along with a copy of their DD Form 214 or DD Form 215, and supporting documents to Commander, U.S. Army Human Resources Command, Awards and Decorations Branch (AHRC–PDP–A), 1600 Spearhead Division Avenue, Fort Knox, KY 40122–5408. Examples of adequate supporting documents include but are not limited to: DD Form 1610 (Travel Order), Officer or Enlisted evaluation reports, memorandum signed by the former battalion commander, deployment and redeployment orders (including Soldier’s full name), certificates of appreciation, and so forth.
